Bank of India Promotion Policy for Officers (2025): Scale I to VIII — Eligibility, Merit vs Seniority Channel and Marks

Bank of India promotes its officers under a policy its Board revised on 28 July 2025. It runs two channels, merit and seniority, for Scale I→II and II→III, and merit only from Scale III upwards. In the last round (eligibility date 1 April 2026) BOI declared over 2,500 vacancies across five steps. This guide sets out who is eligible, how the marks are split, how the merit and seniority channels pick their candidates, and what changed with the grading system introduced in FY25. - Branch Circular 119/138, HO:HR:IR:SM:14, 30 August 2025, Promotion Policy for Officer Employees, approved by the Board on 28.07.2025 under Regulation 17 of the Bank of India (Officers’) Service Regulations, 1979. It supersedes all earlier promotion policies and runs for three years. We read a copy circulating online. We haven’t linked it because that copy is watermarked with an individual employee’s ID.
- Inter-Office Memorandum HO:HR:PROM:224, 13 January 2026, on vacancies for promotion with eligibility date 1 April 2026. It refers to Circular Letters 2025-26/44 (30.09.2025) and 2025-26/48–50 (10.10.2025) that opened the process.

The remaining Scale II–IV vacancies went to specialist streams (marketing, IT, agriculture, law, security and others). Interviews for Scales II and III began on 16 January 2026. Last year’s process opened at the end of September. If BOI repeats the pattern, the round for eligibility date 1 April 2027 would open around October 2026; that is our projection, not an announcement. The policy itself says a promotion process will be held every year, subject to vacancies.

Some conditions apply across the table:
- Counting service: years in scale are completed years from entry into the scale, including probation, reckoned on 1 April of the vacancy year. Loss-of-pay leave, sabbatical leave and (usually) suspension don’t count; deputation does.
- Residual service: promotion to Scales VII and VIII also needs two years of service remaining.
- Branch-head equivalents: for Scales V and VI, heading certain units counts as branch-head experience. These include an asset-recovery branch, RBC, SMECC, an LDM or BDM office, an RSETI, or an overseas branch or subsidiary.
APA (appraisal) requirement: BOI moved to grades in FY25. Eligibility now combines an average of at least 75% in the APA marks for FY21–FY24 with not being in the bottom grade (B) more than twice in the last five years. The same rule applies to both channels.
Rural service: an officer short of the rural or semi-urban requirement for Scale II or III can still be promoted, but must complete it immediately after promotion. It must be complete before applying for Scale IV. Officers with a benchmark disability above 40% and active national or international sportspersons can be exempted. For Scale IV, the MD & CEO can let someone up to six months short of rural service take part, with the promotion taking effect only once the gap is made up. The same applies for Scale V to a branch-managership shortfall of up to six months.
Merit and seniority channels
For Scale II and Scale III, General Banking Officers can be promoted through either channel. Vacancies are divided using BOI’s post-based roster:
- Seniority channel: replaces wastage shown on the roster, plus 60% of any cadre expansion for Scale II and 50% for Scale III.
- Merit channel: takes the rest, including any seniority vacancies left unfilled.
The two channels work differently:
- Seniority channel: an online test of banking and allied knowledge with a 30% qualifying mark. Among those who qualify, promotion goes strictly by inter-se seniority, with no interview.
- Merit channel: ranked on the 100-mark composite below, with at least 40% each in the test and the interview. A seniority-channel candidate who also wants to compete on merit must attend the interview. Anyone selected in both channels is counted under seniority.

Qualification marks for Scale I→II and II→III (up to 10) can come from three sources:
- JAIIB/CAIIB: 2 for JAIIB / CAIIB Part I and 3 for CAIIB Part II, up to 5.
- A higher qualification acquired after joining the bank (up to 5): post-graduation, PhD, CA, CS, ICWA, CFA, CISA, CISSP, CISM, FRM, QFRM, LLB, or a two-year PG diploma in banking or a specialist subject.
- IIBF diplomas earned after joining: up to 2.
For Scales IV and V, qualifications are capped at 2 and branch managership adds up to 3: one mark per completed year as branch manager in the last five years. APA marks are the average composite score of the five years before the eligibility year.
Test, shortlist and interview by scale
- Scales II and III (merit): 40% minimum in both the test and the interview. The final list is by aggregate marks, and the cut-off is set by the number of vacancies.
- Scales IV, V and VI: the test can include objective questions, departmental topics, subjective questions or case studies. Qualifiers are ranked on test plus APA (50:50) and called to group discussion and interview at three per vacancy (up to four with the MD & CEO’s approval). Minimums are 40% in the test and the interview.
- Scales VII and VIII: no test. All eligible executives are interviewed, and selection is on APA (70) and interview (30).
- Interview assessment: personality, job knowledge, communication, general awareness and aptitude for higher responsibility. From Scale V upwards the panel also looks at specialised and field experience, postings across regions, and qualifications acquired in service.
Effective date, refusal and penalties
- Effective date: promotions up to Scale IV take effect from 1 April of the vacancy year, or from the result date if the result comes later.
- Marks and rechecks: officers up to Scale III who are not selected are told their marks and can ask for an arithmetic recheck within 30 days.
- Refusal: up to Scale IV, refusal is allowed only for a critical or major illness of the officer, spouse or child diagnosed after applying. It must be made within a month of the result and debars the officer from the next two exercises. Refusal isn’t allowed for Scale V and above.
- Penalties: a major penalty bars an officer from any process started within a year of it. Officers facing pending disciplinary or court proceedings can take part, but their results go into a sealed cover.
- Specialist officers: they have their own merit-only career path up to Scale IV and can convert to General Banking after six years.

The written or online test carries 30 of the 100 merit marks at Scale I→II and II→III. In the seniority channel it is the only hurdle before seniority decides.
