Promotion Fitment Calculator — Clerk to Officer & Scale I to V (12th BPS)

Find your basic pay after promotion in a public sector bank — sub-staff to clerk, clerk to Officer Scale I, and every officer step from Scale I to Scale V. The calculator uses the fitment charts in IBA circular HR&IR/MBR/515/2024-25/1340 dated 17 August 2024, which apply to promotions on or after 1 November 2022 under the 12th Bipartite Settlement and the 9th Joint Note, and it handles your JAIIB/CAIIB increments the way the circular prescribes.

Fitment on Promotion — Quick Facts
  • Clerk → Scale I: clerical stages 1 to 9 (₹24,050 to ₹37,020) are all fitted at ₹48,480, the start of Scale I. Higher stages map to higher Scale I stages, up to ₹96,640.
  • Scale I → Scale II: any Scale I basic up to ₹62,480 is fitted at ₹64,820; from ₹64,820 upward you move to the next stage of Scale II.
  • JAIIB/CAIIB: the increments you earned for them (1 for JAIIB, 2 for CAIIB) are taken out before fitment and added back afterwards in the new, higher scale.
  • Model formula: a bank that adopted its own fitment formula under a court direction or a settlement with its unions may continue to follow that.

    How Fitment on Promotion Works

    When you are promoted, your basic pay is not simply carried over or raised by a fixed amount. IBA publishes a fitment chart for each promotion that maps every stage of the lower scale to a stage of the higher scale. For officers, and for clerks moving to Scale I, the circular adds one adjustment for qualification increments:

    1. Take out JAIIB/CAIIB increments. Any increments you earned for passing JAIIB (1) or CAIIB (2) are deducted from your current basic. The result is your “notional” basic — where you would stand without them.
    2. Fit the notional basic. The notional basic is located in the fitment chart and moved to the matching stage of the higher scale.
    3. Add the increments back. The same number of increments is then added in the higher scale, at that scale’s (larger) increment rates. If the higher scale has no further increments left, Professional Qualification Pay (PQP) is paid in lieu.

    A clerk who passed JAIIB or CAIIB only after reaching the 20th (last) stage of the clerical scale — and so never received those increments — is granted them in the officers’ scale after fitment.

    Worked Examples

    Clerk at Stage 5 with JAIIB and CAIIB, promoted to Scale I

    • Current basic: ₹29,720 (clerical stage 5), which includes 3 qualification increments.
    • Take out 3 increments: notional basic ₹25,390 (stage 2).
    • Fitment chart: ₹25,390 → ₹48,480 in Scale I.
    • Add 3 increments in Scale I: ₹48,480 → ₹54,480.

    Without JAIIB/CAIIB the same clerk would be fitted at ₹48,480. The qualifications are worth ₹6,000 a month in basic pay after promotion, because they are re-applied at officer increment rates.

    Scale I Officer at Stage 5 with JAIIB, promoted to Scale II

    • Current basic: ₹56,480 (Scale I stage 5), which includes 1 JAIIB increment.
    • Take out 1 increment: notional basic ₹54,480.
    • Fitment chart: ₹54,480 → ₹64,820 in Scale II.
    • Add 1 increment in Scale II: ₹64,820 → ₹67,160.

    When Your Next Increment Falls

    • Clerk → Scale I: if your basic was up to the 8th clerical stage, you are fitted at the minimum of Scale I and your next increment falls on the anniversary of your promotion. Otherwise it falls on the anniversary of your last clerical increment. If you were at the maximum or a stagnation stage, it depends on whether you had completed a year there.
    • Officer promotions: your increment date normally stays on the anniversary of your last increment. It moves to the anniversary of your promotion if you were at the maximum of your old scale, or if fitment raises your basic by two or more increments of the old scale.

    Things the Calculator Does Not Cover

    • Bank-specific formulas. IBA issues this as a model formula. Banks that already follow a formula agreed with their unions or directed by a court may continue with it, so confirm with your HR department.
    • Officers above the scale maximum. If your basic includes sliding or stagnation increments, whether JAIIB/CAIIB increments are deducted depends on how long you have been at the maximum and the PQP you draw. The calculator fits that basic as it is and flags the case.
    • Full gross salary. Results show basic pay and DA on basic. Special allowance, HRA and other allowances change on promotion too — use the BPS Salary Calculator for the full picture.
    • Pay protection. If your new basic plus DA is lower than what you drew before (including Functional Special Pay), the difference is protected as temporary pay and wiped off over three years. Fixed Personal Pay continues unchanged after promotion.

    What is the fitment formula for clerk to officer promotion under the 12th BPS?

    IBA circular HR&IR/MBR/515/2024-25/1340 dated 17 August 2024 gives a fitment chart (Annexure II) for clerks promoted to Officer Scale I on or after 1 November 2022. Each clerical stage maps to a fixed Scale I basic: stages 1 to 9 go to ₹48,480, and higher stages go to progressively higher Scale I stages, up to ₹96,640 for the last clerical stagnation stage.

    How are JAIIB and CAIIB increments treated on promotion?

    The increments earned for JAIIB (1) and CAIIB (2) are first deducted from your current basic. That notional basic is fitted using the chart, and the same number of increments is then added back in the higher scale, at its own increment rates.     What is the fitment from Scale I to Scale II?

    Any Scale I basic up to ₹62,480 is fitted at ₹64,820, the start of Scale II. From ₹64,820 upward, you move to the next stage of Scale II — for example ₹72,520 becomes ₹75,200, and ₹85,920 (the Scale I maximum) becomes ₹88,600.

    When do I get my first increment after promotion?

    For clerks promoted to Scale I from the 8th clerical stage or below, on the anniversary of the promotion; otherwise on the anniversary of the last clerical increment. For officers, it normally stays on the anniversary of the last increment, and moves to the anniversary of promotion if you were at the scale maximum or fitment raised your basic by two or more increments.

    Does every public sector bank follow this fitment chart?

    The IBA chart is a model formula. The circular allows banks that adopted their own fitment formula under a court direction or a written settlement with their officers’ associations or unions to continue with it. Other banks may adopt the model formula with approval from their appropriate authority, so check your bank’s HR circular.
