Union Bank of India Clerk to Officer Promotion 2025-26: 835 Posts — Channels, Eligibility, Marks and Syllabus

Union Bank of India’s 2025-26 clerk-to-officer round opened on 3 February 2026 with 835 vacancies in JMG Scale I, split between two channels:

  • State Services (Seniority-cum-Merit): 487 posts, open after 3 years’ service.
  • All India Services (Merit): 348 posts, open after just 2 years.

The All India Channel has one of the stiffest tests of any public sector bank: four 100-mark papers, including commercial law or accountancy and English. Service, eligibility and qualifications were all reckoned as on 31 January 2026. State Services vacancies are allotted state by state. The largest shares went to Andhra Pradesh (68), Uttar Pradesh (50), Telangana (40), Karnataka (39), Tamil Nadu (34) and Maharashtra outside Mumbai (32).

  • Ex-servicemen: they can count past armed-forces service at one year for every five, up to two years, if they haven’t used this before.
  • SC/ST/PwBD: reservation and relaxation follow Government guidelines, and these candidates get orientation training before the test.

State Services (Seniority-cum-Merit) Channel

Not every applicant gets to sit the test. For each state and category, Union Bank calls twice the number of vacancies, chosen by seniority plus weightage years for qualifications:

  • Degrees: one year for a first degree or a National Diploma in Commerce, and one year for a double degree or post-graduation (degrees in music, painting or sculpture don’t count). Degree weightage is capped at two years.
  • JAIIB/CAIIB: one year for JAIIB / CAIIB Part I and two years for CAIIB.

So a graduate with CAIIB jumps three years up the seniority queue. Those called then take one bilingual online paper, Practical Banking and Computer Application on CBS, for 100 marks. The pass mark is 35% (30% for SC/ST/PwBD). The circular doesn’t restate how the final selection is made among those who pass; that sits in the 2009 promotion policy, which isn’t public.

The qualifying mark is 30% in each paper for SC/ST/PwBD candidates. On top of the test, candidates earn up to 25 marks for service, rural service and qualifications, and the interview carries 20 marks with no minimum. The 25 marks are built from three heads, each capped at 10 (the total is capped at 25):

  • Service: nothing for the first 10 years of clerical service, then 1 mark for each completed year beyond 10. A clerk with 14 years gets 4.
  • Rural service: 2 marks for each completed year of clerical service in a rural branch.
  • Qualifications: post-graduation 2, LLB or any IIBF diploma 3, JAIIB / CAIIB Part I 4, CAIIB 6.

The rural-service head is the easiest to overlook: five years in rural branches earns the full 10, more than a CAIIB. A clerk can apply to both channels; the application form has separate fields for “both channel” candidates.

Syllabus

Annexure II of the circular sets out the syllabus. In brief:

  • Practical Banking: savings, current, term and NRI deposits; banking operations, books and inter-branch reconciliation; the NI Act (payment and collection of cheques, protection to bankers, Sections 138–142); remittances and safe-deposit services; the cash department and clearing; and customer service, covering the Goiporia committee, consumer protection and the Ombudsman scheme. It also includes income-recognition norms and the Narasimham committee.
  • CBS / IT: IT security, PC hardware and software, the bank’s technology products (cards, internet and mobile banking, ATMs), and Finacle CBS modules: general ledger and office accounts, customer accounts across deposit, loan and trade-finance types, RTGS/NEFT/DD remittances, transaction posting, clearing, standing instructions, sweeps, lien and freeze marking, and reports. Union Bank points candidates to its CBS manual and CBS circulars on UBINET.
  • Commercial Law: contract (including Clayton’s rule), indemnity and guarantee, bailment and pledge, agency, negotiable instruments, sale of goods and partnership, bills of lading and letters of credit, insurance, insolvency, company law, mortgages and charges, and the Stamp, Registration and Limitation Acts.
  • Accountancy: journals and cash books, bank reconciliation, adjustment and rectification entries, depreciation, final accounts, non-trading concerns, bills of exchange, consignment and joint ventures, partnership accounts, and elementary company accounts.
  • English: functional grammar and objective comprehension.

Officer promotions at Union Bank: Scale II to III

Promotions from Scale I upwards follow Union Bank’s Board-approved Promotion Policy for officers, circulated by Staff Circular 08371 on 31 August 2024. We haven’t found the policy text itself. However, the circular that opened the 2025-26 process for MMGS-II to MMGS-III (Staff Circular 08421, 4 October 2024) sets out the main rules for that step:

  • Normal Track: officers in MMGS-II on or before 1 April 2020, which is five years by the common cut-off date of 1 April 2025.
  • Fast Track: officers in MMGS-II on or before 1 April 2022 (three years), with an APAR average of at least 75% and no year below 60%. Fast Track applicants take an online written test; the 2025-26 one was tentatively set for 8 December 2024. A Normal Track officer who meets the APAR condition can also compete on the Fast Track.
  • Rural service for both tracks: three years of rural or semi-urban service, including two years rural in JMGS-I. An officer who is short can still apply by giving an unconditional undertaking to complete it straight after promotion.
  • Mandatory e-learning: officers must complete the specified e-learning and job-role courses. For the 2025-26 round, anyone who hadn’t finished by 31 December 2024 risked being dropped.
  • Applying: for promotions up to MMGS-III, all eligible officers are opted in automatically. Officers who don’t want to be considered must opt out on Union Parivar in the window given (5–11 October 2024 last time).
  • Vacancies: these can change with the Finance Ministry’s guidelines on the number of executives.
