Bank of Baroda Clerk to Officer Promotion: New 2025 Settlement — Channels, Eligibility, Marks and Test Pattern

Bank of Baroda rewrote its clerk-to-officer promotion rules in October 2025. A new settlement with the recognised workmen’s union replaced the one from 2012. The changes include:
- The service needed for the seniority route drops from 15 years to 12.
- Graduates now need 3 years’ service on the merit route.
- The old general-knowledge test is replaced by one on BOB’s own products, guidelines and operations, plus digital banking.
- Appraisal and rural-service marks now count towards the merit list.
This guide sets out the new rules from the settlement itself, compares them with the last round held under the old ones, and covers what is and isn’t public about officer promotions at BOB.

Two channels: All India and Seniority
Vacancies are split 65% to the All India Channel and 35% to the Seniority Channel. Seniority-channel vacancies are declared zone by zone. The bank can vary the declared vacancies by up to 10%. Unfilled seniority vacancies move to the All India Channel, though its cut-off can’t fall below the seniority cut-off. Each candidate opts for one channel per exercise, and the choice is final. Eligibility is reckoned as on 1 April of the financial year in which the vacancies arise.

The maximum age is 55 in both channels. Active service includes leave and probation. It excludes:
- temporary or casual employment;
- loss-of-pay absence for which an increment was postponed;
- sabbatical leave (staff on sabbatical can’t take part at all);
- up to 3 years where increments were stopped as a penalty.
For the Seniority Channel, six months or more of active service counts as a full year. Service in merged banks is credited at fixed ratios: Dena Bank and Vijaya Bank 1:1, Traders Bank and Bareilly Corporation Bank 1.5:1, Benares State Bank 2:1 and South Gujarat Local Co-operative Bank 3:1.

PASAS is BOB’s Performance Appraisal System for Award Staff. In the Seniority Channel, a clerk with exactly 12 years’ active service gets 12 seniority marks, and each further year adds one, up to 20 marks at 20 years. Rural service needs 10 years in rural branches to earn the full 5 marks.

- Who goes to interview: candidates who clear the test, normally five per vacancy (the bank may call everyone who qualified).
- Interview pass mark: 10 of 25 in the All India Channel and 7 of 20 in the Seniority Channel.
- Panel: an AGM and two Chief Managers, one of them from the SC/ST category.
- Who runs the test: the bank may hire IBPS or another agency, and both channels can sit the test on the same day.
- Frequency: the settlement commits BOB to at least one promotion exercise every calendar year.
- Marks disclosure: test marks are shown on HR Connect within two months of the promotions being declared.
Merit list, postings and after promotion
- Seniority Channel: the merit list is drawn up zone by zone, and promotees ordinarily stay in their zone for 3 years.
- All India Channel: one national merit list, and promotees can be posted anywhere in India.
- Waitlist: each channel can keep one of up to 10% of declared vacancies until the next exercise. Promotions from it take effect only from the date they’re declared.
- Probation and pay: one year’s probation. Basic pay is fixed in the officer scale under IBA’s fitment formula (our fitment calculator estimates it).
- Refusal: refusing the offer bars a clerk from the next two exercises.
- Reversion: can be requested only within 12 months and is at the bank’s discretion. It also carries the two-exercise bar, and the employee returns as a Customer Service Associate whatever special-pay post they held before.
- Disciplinary cases: candidates under suspension, charge-sheeted or facing prosecution can sit the process, but their results are held in abeyance until the case ends.
What changed from the 2012 rules
The last exercise under the 2012 settlement was the 2025-26 round. BOB notified it on 2 December 2024 for 700 posts (455 All India, 245 Seniority) and held the online test on 11 January 2025. Against that round:

The practical change is the syllabus. English, general knowledge and reasoning are gone. Two-thirds of the All India test is now BOB’s own products, circulars and branch operations, which generic banking material doesn’t cover.
Officer promotions at Bank of Baroda
Promotions from Scale I upwards are governed by BOB’s Board-approved officer promotion policy under the Bank of Baroda (Officers’) Service Regulations, 1979. Unlike the clerical settlement, we have not found a copy of BOB’s current officer policy in the public domain, so we won’t quote minimum years or marks for it. Did Bank of Baroda change its clerk to officer promotion rules?
