PNB Promotion Policy 2026-27: Clerk to Officer and Scale I to V — Eligibility, Marks Split and Exam Pattern

Punjab National Bank runs two promotion processes each year. One takes clerks and SCSAs to Officer (JMG Scale I) through a written test; the other takes officers up the scales through written tests, APAR and interviews. This guide sets out PNB’s own rules for both: who is eligible, how the marks are split, what the online tests contain and how the merit list is drawn. It is based on the bank’s HR circulars, not coaching-site summaries. The last cycle (2026-27) has finished its tests. If PNB keeps the same calendar, the next notices are due from about mid-October 2026.

Promotions are named for the financial year of the vacancies, so the “2026-27” round ran in late 2025. Applying the same calendar, the 2027-28 round would open around mid-October 2026 for officers and November 2026 for clerks, with tests in December and January. That is our projection from the last cycle, not an announced date.

Clerk to Officer (JMG Scale I)

Clerks (Customer Service Associates and Senior CSA-Cash) and Special Customer Service Associates are promoted under PNB’s 29.10.1998 settlement with its award-staff federation, as later amended. The written-test route is called the Selectivity Channel; the settlement also has a seniority-based channel.

Eligibility (2026-27):

  • A pass in matriculation.
  • At least 3 years of service in the clerical cadre as on 1 April 2026 (2 years for SC/ST).
  • At least 6 priority marks as on 1 January 2026 (4 for SC/ST).

Priority marks are one per completed year of clerical service, less one for each increment withheld permanently as a penalty, plus marks for qualifications:

So a graduate clerk with JAIIB reaches 6 priority marks after two years of service, but still needs three years of service to be eligible.

The online test is objective and bilingual (Hindi and English), with two papers of 100 marks each:

  • Paper I: banking routine, deposit mobilisation schemes, customer service, priority sector, special credit schemes, conventional loans, loan documentation, and the practice and law of banking.
  • Paper II: economics, general knowledge and accountancy.
  • SCSAs already posted as such by the application deadline take Paper I only.
  • The qualifying mark is 40% in each paper (30% for SC/ST).

The merit list ranks those who qualify on the aggregate of three heads: the online test, qualifications and service.

  • Qualifications (max 25): graduation 6, post-graduation 2, commerce at inter/graduation/PG level 2, JAIIB/CAIIB Part I 6, CAIIB Part II 9, ICWA/CA 6.
  • Service (max 25): 1 mark per completed year up to 10 years, then 1.5 marks per year beyond 10.

Promotees serve one year’s probation. Note how much CAIIB is worth here: the table lists JAIIB/CAIIB Part I and CAIIB Part II separately, so a graduate who has passed both can hold 6 + 6 + 9 = 21 of the 25 qualification marks. (The circular doesn’t say how the two 100-mark papers are scaled into the aggregate.)

Officer promotions: who is eligible

Service is counted as on 1 April of the vacancy year, excluding suspension, loss-of-pay and sabbatical periods, and officers must be confirmed after probation. For the 2026-27 round, PNB converted the minimum service into placement dates. An officer qualified if placed in the current scale on or before the date shown:

Several other conditions also apply:

  • Rural service: a mainstream Scale I officer needs two years’ rural service for Scale II. A Scale II officer needs three years’ rural or semi-urban service in total for Scale III. Anyone short is posted to such a branch on promotion.
  • Branch incumbency: two years as a branch incumbent are needed for Scale IV, and three for Scale V. Again, officers without it can be promoted but are posted to a branch.
  • Training: from the 2026-27 round, officers in Scales I–IV must have completed eight mandatory training programmes on PNB UNIV in the year to be allowed to apply.
  • Relaxation: minimum service can be relaxed by up to one year and three months, by the MD & CEO up to Scale IV and by the Board above that.

Officer promotions: how the 100 marks are split

The split below is from the policy for FY 2025-26 (HRMD 787/2024). At Scale I→II and II→III, an officer applies in one channel only.

  • Pass marks: at I→II and II→III, 50% in both the written test and the interview (40% for SC/ST). From III→IV upwards, 50% in each and at least 70% overall.
  • Shortlist: written-test qualifiers are called for interview up to three times the vacancies, ranked on test plus APAR marks.
  • APAR: averaged over the three years before the year immediately preceding the vacancy year. For 2026-27 that meant 2022-23, 2023-24 and 2024-25, and an average of 60% was mandatory.
  • Branch experience: in 2026-27 it was counted over the last six years, at 2.5 marks a year as branch incumbent, 2 in a rural branch and 1.5 in other branches (maximum 10) for promotion to Scales II and III. For Scales IV and V it was 2 a year as incumbent and 1 otherwise (maximum 5). Non-domicile officers who served in the North-East, Kashmir Valley or Ladakh earn these at 1.5 times.
  • Qualifications (max 5): post-graduation 1; CAIIB 2; CA, CMA, CS, CFA, FRM or PRM 2 each; and 1 each for listed IIBF diplomas and certificates (credit, treasury, forex, MSME, digital banking and others) and NIBM certificate courses. PNB has said that from 2027-28 even degree-level qualifications will count only if earned in the current scale.
  • Group discussion and channels at Scale V: the GD applies at IV→V. For 2026-27, PNB split that promotion into a Merit-cum-Seniority channel and a Merit-cum-Test channel; the 2026-27 policy sets their exact marks.

The officers’ online test

  • Scale I→II and II→III: two papers in two hours. A General Banking Knowledge Test of 100 one-mark questions counts for merit; a CBS Awareness Test of 50 questions is qualifying only.
  • Scale III→IV, IV→V and V→VI: two papers in two hours, a General Banking Knowledge Test (50 questions) and a Case-Study Based Test (50 questions). Both count for merit.
  • Coverage at every level: CBS; PNB’s products, Book of Instructions and manuals; corporate credit; risk management; foreign exchange; practice and law of banking; Government schemes; RBI guidelines; and Acts affecting bankers. The difficulty rises with the scale.

Merit panel, refusals and penalties

  • Panel: PNB can empanel up to 125% of the vacancies. Ties are broken by seniority in the current scale, and the panel is valid until 31 March of the process year. Promotions to Scales II, III and IV are released in one lot; Scale V and above are released month by month.
  • Marks: each candidate’s marks under every head go up on HRMS self-service within 10 days of the result.
  • Refusal or reversion: this is at management’s discretion. If accepted, there is no debar from the next round, a change made in the FY 2025-26 policy. Reversion after joining is allowed only on medical or extreme compassionate grounds within three months.
  • Penalties: a minor penalty doesn’t bar an officer. A major penalty (other than reduction in grade) bars them for a year. Officers facing pending charges take part, but their result goes into a sealed cover.
