Canara Bank Promotion Policy: Scale I to IV — Merit vs Normal Channel, Eligibility, Marks and Test

Canara Bank promotes officers to Scale II, III and IV once a year under its Board-approved Long Term Promotion Policy. Its rules differ from most other public sector banks in three ways:
- Each channel has its own marks split, and the merit channel puts half the marks on the online test.
- Vacancies are divided between the channels in proportion to how many eligible officers apply to each.
- The written test leans heavily on Canara’s own circulars and policies.

- Canara’s Long Term Promotion Policy (Internal Communication 145/2023, 7 October 2023) sets the marks, pass marks and selection method. It isn’t public. Treat those as the association’s summary of the policy, not the policy text.
The promotion calendar
For promotions effective 1 April 2026, Canara issued its circular on 22 September 2025. Officers had to submit willingness in HRMS by 30 September 2025, call letters were due by 21 November, and the online test for all three scales was held on 23 November 2025 (Sunday afternoon). The year before, the test was on 17 November 2024. On that pattern, the round for 1 April 2027 would be notified around late September 2026 with a test in November 2026; check HRMS, as it may already be out. Vacancies are announced separately from the circular.

Several rules sit around that table:
- Counting service: sabbatical leave, suspension not treated as duty, and the whole of any unauthorised absence exceeding 90 days are left out. Officers retiring before the promotion date can’t apply.
- Rural or semi-urban service: generalist officers need 3 years for Scales II and III. An officer short of it can take part, but any promotion is provisional until it is completed. For Scale IV the 3 years are compulsory, and an officer without them can’t take part.
- Rural relaxation (normal channel only): an officer with more than two years’ continuous rural-branch service in Scale I or II gets six months off the qualifying service for each extra completed year, up to two years. It can be used only once.
- Branch experience for Scale IV: the association’s material says two years are needed, or a willingness to complete branch-head service after promotion.
How the two channels share vacancies
Each officer eligible under both channels chooses one, and the choice is final. Canara then divides the declared vacancies between the channels in proportion to the number of eligible applications in each, which most banks don’t do. The ranking list is drawn first for the merit channel and then the normal channel. Vacancies one channel can’t fill pass to the other’s ranking list.

- Performance marks: the average of the best three APAR scores among the five preceding qualifying years in the same scale. For example, scores of 94, 92, 80, 91 and 75 give (94 + 92 + 91) ÷ 3 = 92.33.
- Online test pass mark: 50 in the merit channel and 40 in the normal channel, relaxed by 5 for SC/ST.
- Interview pass mark: 40 (35 for SC/ST).
- Scale IV shortlist: those who pass are ranked on test plus APAR, and up to four times the vacancies are called to interview.
The split shows where each channel’s weight lies. In the merit channel for Scale II, the test is worth half the total, so a strong test score can outweigh a modest APAR. In the normal channel, performance carries the most weight.
What the online test covers
Each scale has one common test for generalist and specialist officers. It covers general banking, Canara’s circulars and internal communications, its policies, and banking law and practice. For Scale IV there is an extra test on computer literacy, covering:
- basic computer concepts;
- MS Word, Excel and PowerPoint;
- CBS controls and the bank’s technology products.
The 2025 circular says this computer test is qualifying but also carries weight for ranking. The association’s 2024 material describes it as a 50-mark paper with a pass mark of 20. Officers found using unfair means are barred from the current process.
The association’s analysis of recalled questions shows how much of the paper is bank-specific. In its 2021 breakdown, Canara’s credit policy and other internal policies made up the largest single block of questions at Scales II, III and IV. Deposits, MSME, agriculture, forex and the NI Act and legal questions made up most of the rest.
Refusal, reversion and postings
- Postings: all promotees can be posted anywhere in India, depending on vacancies in rural and semi-urban branches.
- Declining a posting: an officer who declines a posting in the higher scale isn’t considered for promotion for the next three years.
- Reversion from Scale II: a Scale II promotee can ask to revert within 45 days of the final result, at the bank’s discretion. The vacancy goes to the next person on the same channel’s list.
- Other consequences of refusing: refusing promotion also costs the officer the next-scale and stagnation increments and professional-qualification pay.
- Disciplinary cases: these are governed by Canara’s Rigour Policy for officer promotions (Policy No. 7/2025, 13 March 2025).
Preparing: the Canara-specific half of the paper
